*_ *General Description:* The purpose of this job within the organization is to supervise assigned division supervisors and subordinates in the operation and maintenance of parks, streets, sanitation, fleet and vehicle maintenance, and water reclamation.
This job formulates long-range goals for the organization, develops policy and position papers and negotiates with the chief administrative officer and/or elected officials.
*Duties and Responsibilities:* *The functions listed below are those that represent the majority of the time spent working in this job/class.
Management may assign additional functions related to the type of work of the job/class as necessary.
* *Essential Functions:* Directs, administers, and provides daily managerial oversight of assigned divisions including storm water management, wastewater treatment and collection, reclaim water distribution, water distribution, cross connection, streets and roads, parks, fleet and vehicle maintenance, and related facilities to achieve goals within available resources.
Selects, hires, and trains of high employees; plans, supervises, and evaluates the work of all assigned personnel; provides leadership in technical training and career development discussions.
Provides leadership and direction in the development and implementation of short and long-range plans including the department budget, control of expenditures, utility rate studies, and the city's Capital Improvements Plan.
Prepare, evaluates, recommends, and awards bids for the Public Works and Capital Improvement construction projects.
Collaborates with consultants and contractors in the construction of projects related to the city's Capital Improvements Plan.
Plans, prepares, implements, and administers departmental regulatory compliance with local, state, and federal agencies to ensure adherence to established permits and rules.
*Additional Duties:* Implements programs and activity changes to ensure effectiveness and productivity in service to the general public.
Provides reports by the Mayor, City Council, Director of Public Works, and other governmental agencies as needed.
Performs related work as assigned.

*Mathematical Requirements:* Uses addition and subtraction, multiplication and division and/or calculates ratios, rates and percentages.
*Communications Requirements:* Reads professional literature and technical manuals; speaks to groups of employees, other public and private groups; writes manuals and complex reports.
*Judgment Requirements:* Decision-making is a major part of the job, affecting a major segment of the organization and the general public; works in a dynamic environment; Responsible for developing policies and practices.
*Complexity of Work:* Performs supervisory work involving policy and guidelines, solving both people and work-related problems; requires continuous, close attention for accurate results and frequent exposure to unusual pressures.
*Impact of Errors:* The impact of errors is extremely serious -- affects entire organization and impacts other activities/organizations and the general public.
*Physical Demands:* Performs light work that involves walking or standing most of the time and involves exerting up to twenty (20) pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.
*Equipment Usage:* Leads or handles machines, tools, equipment or work aids involving moderate latitude for judgment regarding attainment of a standard or in selecting appropriate items.
*Safety of Others: (*_*Does not include safety of subordinates).
*_ Requires considerable responsibility for the first-line supervision of the provision of continuous enforcement of the laws and standards of public health and safety.
*Minimum Education and Experience Requirements:* * Requires a Bachelor’s Degree in civil or environmental engineering; or a Master's Degree in civil or environmental engineering, public works operations, or a closely related field.
* Requires five (5) – seven (7) years of experience in or closely related experience.
*Special Certifications and Licenses:* * Valid Florida State Class B CDL Driver’s License preferred.
* Department of Environmental Protection Distribution System Operator Level 3 License (or ability to obtain within one (1) year).
